this form of penalty is it will beobserved also introduced into

the new Opium Ordinance 1914, noticeably in Sections 57 and 61

taken from a pattern which exists in the Opium Ordinance

Straits Settlements.

It provides that for the purpose of determining the

market value of any poison in respect of which an of-

fence has been committed a certificate of the Government

Analyst shall be conclusive evidence. Here again this

scheme is reproduced in the Opium Ordinance 1914 in

Section 54 and owes its origin to the Opium legislation
